The Street Team will be tasked with increasing harm reduction resources and training in neighborhoods that have been most affected by overdose crisis, particularly North and Southwest Philadelphia. The people filling these positions will work in the field five days per week in zip codes 19121, 19132, 19141, 19144, 19140, 19139 and 19133 (subject to changed based on data) to distribute harm reduction resources and educational materials about the overdose crisis in the city. Street Team staff will interact directly with people in active addiction, people who use substances recreationally, people who are unhoused, as well as people who may have a stigmatizing view of substance use. The Street Team Specialist is a core member of the Community Engagement Program within the Division of Substance Use Prevention and Harm Reduction at the Philadelphia Department of Public Health and will be expected to work collaboratively within and across programs. People from the zip codes of focus, as well as people with lived experience and/or returning citizens are highly encouraged to apply.

This position will serve as the family care navigator for the Division of Substance Use Prevention and Harm Reduction’s (SUPHR) Philly LIFTS (Linking Infants and Families to Service) program. Philly LIFTs is an outreach program for the families of infants diagnosed with Neonatal Abstinence Syndrome (NAS), along with families affected by substance use disorder at all stages. Philly LIFTS is part of SUPHR’s NAS Program, which conducts surveillance of NAS diagnoses in Philadelphia. The primary goal of the program is to support the families of infants diagnosed with NAS, along with families affected by substance use disorder. The program aims to “lift” parents and their children to support and services. This support includes, but is not limited to food referrals, baby supplies like diapers and car seats, clothing, employment assistance, referral to home visiting programs and doula support, recovery support, short-term therapy sessions for children 5-21 years old, mental health support for postpartum parents, and overdose prevention training. Philly LIFTs hosts community outreach events and celebrations throughout the year. These events are open to all families, not only those enrolled in the program.
The Family Care Navigator will work in-tandem with the Senior Family Care Navigator to connect families impacted by substance use to needed clinical and social services. This individual will be responsible for supporting the continuity of care for families served by the program and will be situated within the Philadelphia Department of Public Health.

The Philadelphia Department of Public Health’s Substance Use Prevention and Harm Reduction Division is seeking an Environmental Services Coordinator to support the day-to-day operations of the Division’s environmental services programs, including Block-to-Block (B2B), Project Reach, and Philly Phlush.
The Environmental Services Coordinator will assist with daily field coordination, staff scheduling, public restroom operations, syringe collection efforts, neighborhood clean-up activities, volunteer support, supply inventory, documentation, and community response efforts. This position will help ensure that staff and volunteers are trained, supported, and following program expectations, safety procedures, and documentation requirements. The coordinator will also assist with tracking program activity, maintaining accurate records, supporting safe field practices, and communicating operational concerns to the Environmental Services Manager.
This role is essential in supporting programs that reduce environmental hazards, address community concerns, improve public spaces, and serve neighborhoods most impacted by substance use, homelessness, and related public health challenges.
The Environmental Services Coordinator will report directly to the Environmental Services Manager and work closely with staff across PDPH’s Substance Use Prevention and Harm Reduction Division, the Department of Behavioral Health and Intellectual disAbility Services, the Opioid Response Unit, community organizations, neighborhood residents, and other city partners.

This position provides epidemiological and analytical data support to the Division of Substance Use Prevention and Harm Reduction (SUPHR) at the Philadelphia Department of Public Health (PDPH). The person filling this position is responsible for assisting with the collection, abstraction, management, and analysis of substance use-related datasets (e.g. Overdose mortality data, Pennsylvania Health Care Cost Containment Council (PHC4) data, Neonatal Abstinence Syndrome (NAS) Surveillance and Outreach Program data). This position will work closely with other data staff within SUPHR, under direct supervision of the Epidemiology Manager.

The Philadelphia Department of Public Health’s Substance Use Prevention and Harm Reduction Division is hiring a Public Restroom Specialist to support the daily operation of the Philly Phlush public restroom program. This position is responsible for ensuring public restroom units are clean, safe, accessible, and properly stocked for community use.
The Public Restroom Specialist will service assigned restroom locations, monitor conditions throughout the shift, restock supplies, complete basic cleaning and maintenance tasks, and report any concerns related to safety, cleanliness, damage, supplies, or public use. We are seeking an organized, detail-oriented, and mission-driven Office Manager to support the daily administrative and operational functions of the Philadelphia Department of Public Health’s Division of Substance Use Prevention and Harm Reduction (SUPHR). This role is responsible for ensuring efficient office operations while supporting SUPHR’s programs. Under the supervision of the Deputy Director, this position will support SUPHR’s program managers by completing administrative tasks such as onboarding staff and interns, maintaining office supplies, supporting information technology requests, and processing purchase requests. SUPHR’s mission is to prevent drug-related deaths and the potential harms associated with drug use by promoting the dignity, autonomy, and health of people who use drugs. This is accomplished through SUPHR’s 9 programs which span epidemiology, communications, medical care, harm reduction, environmental services, community engagement, and supporting families with substance-exposed newborns and loved ones who have lost a loved one to overdose.

This position will report directly to the Epidemiology Manager and will work closely with other data staff, harm reduction specialists, and Emergency Medical Services staff.
