Medical Team
The mission of the Division of Substance Use Prevention and Harm Reduction’s Medical program is to improve healthcare for people who use substances in Philadelphia. The team provides clinical expertise in substance use disorder, harm reduction, and wound care within SUPHR, across City departments, and community organizations. They carry out capacity-building activities to support community organizations, hospitals, and City agencies to adopt evidence-based harm reduction clinical practices when engaging people who use substances. SUPHR’s medical team collaborates with and supports hospital-, community-, and government-based programs seeking to improve the care and well-being of people who use substances. The team convenes healthcare professionals and clinicians across Philadelphia to identify gaps in care, improve best practices, and identify emerging healthcare needs for people who use substances.

Meet the team

Shelby Kehoe, MSS
MEDICAL PROGRAM MANAGER
Shelby (she/her) is the Program Manager for SUPHR’s Medical Program. She is responsible for providing strategic oversight and managing initiatives to improve care for people who use drugs in Philadelphia.
Before joining SUPHR, Shelby worked at the Camden Coalition, where she managed community engagement and advocacy programming focused on transforming healthcare and social services delivery for New Jersey’s Medicaid population. She began her career in youth mental health advocacy at Mental Health Partnerships in Philadelphia. Shelby graduated from Bryn Mawr College with an undergraduate degree in Sociology before receiving a Master of Social Service from Bryn Mawr's Graduate School of Social Work and Social Research.

Brigid Ounan, MPH
MEDICAL PROGRAM ASSISTANT
Brigid (she/her) joined the SUPHR team as the Medical Program Assistant in 2026. In this role, she supports various initiatives across the Medical Program surrounding clinical guidance and training pertaining to substance use, harm reduction, and wound care for people who use drugs in Philadelphia.
Prior to joining SUPHR, much of Brigid's work was based in HIV prevention and management among MSM, PWID, and pregnant and postpartum individuals in Philadelphia. She graduated from the Temple University College of Public Health with both an undergraduate degree in Public Health in 2024 and a Master of Public Health in Health Policy and Management in 2025.
